The vision of Food Civil Supplies & Consumer Affairs, Dhemaji is to provide food security to the poor population of the District by implementation of Public Distribution System for welfare of the society. At present the Department is providing food items under PDS to 84.17% of rural & 60.35% of urban population i.e. 1,35,848 Nos of families under AAY and Priority Household categories through National Food Security Act 2013.
The mission of the Department is to ensure supply of food grains (Rice and Wheat) and other commodities like Kerosene oil to the consumers in a transparent manner under Public Distribution System and other Govt. schemes at Fair Price. Various schemes implemented by the department are National Food Security Act, 2013 and Mid Day Meal Schemes.
The main objectives of the department are to provide access to adequate quantity of quality food at affordable price in the district. As per its mandate the department works in implementation of Public Distribution System for the poor section of the society along with its allied schemes. We have endeavored to ensure proper monitoring of PDS at whole sale and retail sale level engaging different levels of Vigilance& Monitoring Committee as well as Area Officers of Food Civil Supplies & Consumer Affairs, Dhemaji to avoid leakage and diversion of PDS items. Apart from PDS, the Deptt. monitors the open market of the district. Regular monitoring of stocks and prices of essential commodities are undertaken in Sub-Divisional level. The important role of the Dept. is to ensure price control and availability commodities of daily needs of mass consumption. The dealers of essential commodities have to display Stock and price board daily in a conspicuous place of their shop premises easily visible to all concern. They are also made compulsory for submission of a Daily Return showing Stock & Price. These act stood as deterrent and avoid concealment of facts. The field staff i.e. Inspecting Staff have to play a vital role in smooth functioning of PDS. Regular inspection is undertaken by the FCS & CA officials to ensure that the allotted PDS items reach the consumer and proper distribution is made by the PDS dealers at fixed prices. There are enforcement squads in the Sub-Divisional level for surprise check. Occasional surprise raids and inspections/ enquiries are undertaken by the enforcement squad which gives considerable impact in distribution channel of PDS items. Regular coordination is made with FCI, IOC, Railways and other agencies as well as Govt.Dept./ Organization to ensure proper and active participation of these organizations in the matter of movement/ transportation of the PDS items. Consumers/ citizens of the Sub-Division may tender their grievances or information/ query if any to the Assistant Director, FCS & CA Dhemaji in writings directly or through the facilitation and public grievance cell. On receipt of any complain the matter will be attended promptly and enquired immediately to provide suitable remedy.

Apply for Ration Card
Ration cards are authorized documents issued by the Government authority for obtaining benefits under PDS. Before implementation of NFSA ’13 in the district there were three types of Ration Cards, termed as Family Identity Cards (FIC) in Dheamji. These three types of ration cards were meant for
I) APL (Above Poverty Line)
II) BPL (Below Poverty Line)
III) AAY(Antodaya Anna Yojana) beneficiaries under PDS/TPDS.
Besides, there was another type of Ration Card issued by the State Government which was called MMASY ( MukhyaMantrir Anna SurakshaYojana) card.
With the implementation of NFSA’13 in the District there are only two types of ration cards under NFSA’13:
1) AAY Card under NFSA’13
2) Priority Household Card under NFSA’13
Who is eligible for applying for the issuance of a Ration Card in Assam?
1.The person having no ration card: The eldest woman of a family who is a bonafide citizen of this country with annual family income of less than Rs 1,00,00.00 ( Rupees One lakh ) may apply for getting a new Ration Card under NFSA’13 provided the person fulfils all the criteria to be eligible as a beneficiary under NFSA’13. In absence of any adult female member, the eldest male person may apply for the same. In this case, the individual must produce a certificate from the Village Head/Gaon Panchayat President/Ward Commissioner/ Inspector, FCS&CA / Concerned Authority in writing that the person having no ration card. Such a certificate will normally be granted after the person files an affidavit to this effect to the issuing authority. This document is to be attached along with the ration card application form.
2. Duplicate Ration Card: In case the ration card is lost or become defaced, mutilated, illegible or otherwise rendered unless for no fault of the holder of the ration card, the competent authority can issue duplicate ration card after charging the appropriate fee.
3. After Marriage entry to be made in the ration card: In this case also deletion certificate is required from the previous place of residence, issued by FCS&CA authority. This document is to be attached along with ration card application form and ration card.
4. In case of birth of child: For the addition to be made in the ration card , the birth certificate of the child is required along with ration card in which the addition has to be made along with the application neatly handwritten or typed on a plain paper addressed to the FCS&CA authority.

The application for obtaining a ration card should be made to the FCS & CA authority in the office of the Deputy Commissioner(F CS & CA branch), Dhemaji.
