Animal Husbandry and Veterinary Department, Dhemaji: Overview:
Dhemaji district is one of the remote rural districts in the State. It has rich source of livestock and it plays a vital role in the upliftment of socio-economic development of rural and semi urban areas of the state of the District since inception. There are 12 No’s of State Veterinary Dispensary and 16 Nos. Veterinary sub centre/stockman centre across the District for rendering veterinary services. As per the 19th Livestock Census 2012, there were total cattle population 4,69,219, buffaloes 21635, goats 143,154 no’s, sheep-778, pig 132,427 , Fowl- 604542 and Duck 224774 nos.

Disaster Management –Flood Contingency plan
The following flood contingency plan of A.H. &Vety. Department of Dhemaji District for taking up of flood measures for the ensuing flood of 2019 in a phased manner as stated below has been prepared.

(A) Before flood measures:- For taking flood measures before flood the Veterinary Officers are directed to identify the pocket areas of endemic diseases and ensure the complete vaccination of those areas before flood which is going on positively at present. They are also instructed to identify the high land for rescue of the flood affected Livestock and Poultry and they are asked to identify the areas for availability of green grass and fodder in their respective areas. They are also advised to keep contact with other authority concern and obtain in advance permission for collection of green grass etc.
(B) )Duringflood measures :- All Veterinary Officers of the District has been asked to remain in vigilance for taking prompt action in occurrence of flood in their respective Dispensary jurisdiction. They should inform the SVFA/VFA/SM and relief staff under their jurisdiction to keep vigil in the areas allotted to them. The SVFA/VFA / SM will visit their allotted villages frequently and report to the Vety. Officers /Team Leaders concerned about any emergency field condition in the village and will render necessary advice to them to solve the situation. They are also directed to keep them ready to move any time/any day to the affected areas of the District for relief duty as and when needed. The team leader has to place the requirement of feed and fodder immediately and they should inform to the flood Zonal Officer to take necessary measurement in respect of rescue operation, disease control and necessity of feeds and fodder supply during those situation.. All requisition of flood requirement will be made through the Deputy Commissioner, Dhemaji and the Deputy Commissioner, Dhemaji is requested for making fund arrangement for purchasing of cattle feed and fodder etc. The Vety. Officer should keep contact with their respective Flood Zonal Officer(Circle Officer) and should report immediately to the Zonal Officer(flood) when needed on occurrence of flood for rescue of animals to the safer places. The Vety Officer also ask to submit the detail authentic progress report of flood daily / weekly also livestock dead and wash away during flood. The Deputy Commissioner, Dhemaji is requested to inform necessary instruction to all Circle Officers Dhemaji and Jonai Sub-Division to allow necessary fuel for the vehicle of concerned Vety. Officer/Block Vety. Officer Dhemaji and Jonai so that they monitor the flood affected areas with due purpose.
(C) After flood measures :- The Vety. Field staff will have to be vigilant in their own areas for treatment of sick animals and also to report to the undersigned in case of death of Livestock. Any report of death of Livestock should be authentic and should have recommendation from the GaonBurah, G.P. President, LatMandals and Circle Officers of their concern. The various measures for before flood, during flood and post flood are discussed thoroughly with the Vety. Field Staff of Dhemaji District. Direction has also been given to the Vety. Officers and other staff of the District that the whole Dhemaji Civil Sub-Division is divided in six flood zone areas as follows. Each flood zone area will be looked after by a team of Vety. Relief team lead by one Vety). Officer as team leader.

Under Jonai Sub-Division :-
Central Flood Squad :-
The District A.H. &Vety.Officer ,Dhemaji will be Chief Flood Relief Officer under A.H. & Veterinary Department, Dhemaji .
All the above mentioned team leaders are directed to keep close contact and co-operation should maintained with administrative flood zonal officer (Circle Officer) of their respective zones and information regarding flood matters should dispatch regularly to this office. Daily/Weekly flood report should be submit from the field in the prescribed format to the District A.H.&Vety. Officer, Dhemaji. The Director, A.H.&Vety. Department, Assam, Guwahati-3 is requested to arrange for regular supply of adequate medicines, vaccines, instruments, appliances and camping materials etc. to the District A.H.&Vety. Officer, Dhemaji as per indent. There is no cattle feed agency at Dhemaji. However, to meet the emergent unavoidable circumstances, requisition for supply of rice bran, rice polish, wheat bran etc. are to be placed to the District authority ;Dhemaji.
The requirement of feed @3 Kg/Animal/Day for Large animal and @1 Kg/Animal/Day for small animal and 5 Kg of Fodder per large animal/day and 1 Kg/Small animal/Day will be required.
The requisition for feed and fodder will be submit to the Deputy Commissioner, Dhemaji when the flood demand the grazing land.
Necessary Indent for flood medicines and vaccines has already been submitted to the Asstt. Director, Central Vety.Store, Assam; Guwahati-3 and the Joint Director, Vety.Biologicals; Khanapara; Guwahati-22.
At least 10(Ten) Nos. of Country boat may be required to reach the remote and corner places of the District for treatment and vaccination works by the Vety. relief team. So, requested to provide the same by the Civil Authority during the flood time as and when needed.
4(Four) Nos. of Mini trucks may be required for carrying of feed and fodder to the Livestock sheltering places during flood. So, requested to provide the same with fuel as and when necessary.
To meet various contingency expenditure i.e. loading, unloading charges of feeds and fodder and fuel for mobilization of staff and carrying of flood medicines and vaccines from Guwahati an amount of Rs.20,000/- and 100 Ltr of Diesel oil will be required. Therefore, Civil Authority is requested to provide the same.
Achievement Report under Animal Husbandry and Vety. Department, Dhemaji
Introduction :- Agriculture is the main economy for the people of Dhemaji district. Animal Husbandry is the major component of Agriculture. Since establishment of Dhemaji District Animal Husbandry is developing due to fast development of communication. The district is rich source of livestock resources with 4,69,219 Nos. of cattle, 21,635 nos. of buffaloes, 1,43,154 nos. of goat, 778 nos. of sheep, 1,32,427 nos. of pig, 6,04,542 nos. of fowls, 2,24,774 nos. of duck according to Livestock Census-2012. Due to frequent flood problem and community base practices in rearing livestock this sector could not be develop like other district of the state.
National Livestock Mission for the year 2017-18 (1st Phase) :- Dhemaji District have total target 3350 nos. of livestock Insurance mainly cattle, pig, sheep and goat. For smooth running of insurance Dhemaji district received total amount of Rs.2,18,829/- (Rupees Two Lakh eighteen thousand eight hundred twenty nine) only . Accordingly Rs.89,000/- (Rupees ) only utilized against 1175 nos. of livestock Insurance done out of3350 nos. of livestock Insurance. In 1st Phase total Rs.1,29,829/- (Rupees One Lakh twenty nine thousand eight hundred twenty nine) only not utilized due to incompletion of Insurance. The said unutilized amount will be return to the Govt.
