OVERVIEW: 

 “Metrology” is the science of weights & measures and “Legal Metrology” treats units of weighment and measurement, methods of weighment and measurement and weighing and measuring instruments, in relation to the mandatory technical and legal requirements which have the object of ensuring public guarantee from the point of view of security and accuracy of the weighments and measurements.

The Department of Legal Metrology (Weights & Measures), Assam came into existence in the State of Assam in the year, 1960 with a view to maintain the system of weights and measures etc. at par with the other States/UTs of the Country.

The office of the Inspector of Legal Metrology, Dhemaji was also established in the month of March, 1975 to serve that common purpose of establishing uniformity in weights and measures in and around Dhemaji district.

Aims & Objectives of the Department:

1. Maintenance of accuracy in all weights & measures used in transaction and protection.
2. Protection of consumers against cheating in weights & measures in transaction and protection.
3. To ensure correct quantities in Weights, Measures and Packaged Commodities.
4. To ensure mandatory declaration on Packaged Commodities.
5. To ensure the sale of Packaged Commodities at the price (MRP) marked on the package.

In order to achieve the above-mentioned goals, the Department enforces and implements the Legal Metrology Act, 2009 and the Rules framed thereunder.

Roles & Responsibilities:

1. To standardize all types of weights & measures and weighing and measuring instruments through annual verification after receiving a prescribed fee.
2. It also enforces the Legal Metrology (Packaged Commodities) Rules, 2011, thereby ensuring that all packaged Commodities and containers carry a declaration indicating the commodities packaged therein regarding net weight, volume, length, maximum retail price and the date of manufacturing/packaging, etc.
3. All user of any kind of weight, measures and measuring instruments are required to get them verified annually. All manufacturers, repairers and dealers of weight and measures are issued licenses by the Organization, which are required to be renewed annually.
4. To conduct regular inspections to ensure that no contravention of the law takes place. For this, it has to carry out regular surprise raids at the manufacturer and retail outlets.

Organizational Structure

PUBLIC SERVICES DELIVERED BY THE DEPARTMENT:

We Deliver the Following Services:

1. Verification and stamping of weights, measures, weighing and measuring instruments as per provisions of the Legal Metrology (General) Rules,2011 and issue of verification certificate thereof.
2. Calibration of Storage Tanks used in transaction and protection and the issue of calibration charts thereof.
3. Issue/renewal of licenses to the manufacturer/dealer/repairer of weights and measures.
4. Registration of manufacturer/packer/importer of pre-packed commodities.
5. Checking and determination of net quantity and error in packaged commodities at the premises of the manufacturers or packers.
6. To protect the consumers' interest conducts inspections/ surprise inspection for detecting the violation of the provisions of the Legal Metrology Laws and to take legal action against the erring traders, farms, companies etc. by registering prosecution cases.
7. Compounding the offenses as per provisions of the Legal Metrology Act, 2009 by realizing fee as prescribed in Rules.
8. Sending prosecution cases, if not compounded by the offenders, to the Court of law for trial.
