    Assam Transport Department

    The Transport Department was under the care and control of Home Department, Government of Assam till the end of 1950. Later, in 1951, it was set up as the "Transport Department, Government of Assam"

    The Commissioner of Transport is the Head of the Assam Transport Department. The main objective of Assam Transport Department is the enforcement of the Motor Vehicles Act, and to promote road safety and controlling pollution due to the vehicles.

    Dhemaji Transport Office was established in 1990 with allotted district code as “AS-22.”

    Functions and Activities of Assam Transport Department

    The Commissioner of Transport, Assam is vested with the following functions and activities:

    • #aEnforcement and implementation of Motor Vehicles Acts: Motor Vehicles Act, 1988; Central Motor Vehicle Rule 1989; Assam Motor Vehicle Rules, 2003; Assam battery operated E-Rickshaw Rule 2015, The Assam Motor Vehicles Taxation Act, 1936;
    • Registration: Registration of vehicles.
    • Driving License: Issuance and renewal of a driving license, and issuance and renewal of conductors' licence. Issuance of International Driving Permit
    • Tax Collection: Assessment and collection of Motor Vehicles Tax and Fees etc.
    • Fitness and NOC: Issuance of Fitness Certificate to the Transport Vehicles.
    • Permits: Issue Road Permits to Stage Carriage, Contract Carriage, Goods Vehicles and countersigns the same
    • Rules & Regulations: Detection of offender vehicles violating the relevant Rules & Regulations and take action against them through the Enforcement Wing and Motor Vehicle Inspector of Transport Department.
    • Road Safety: Observance of programs/workshop/seminar on Road safety at regular intervals.
    • Training Institutes: Running of Driver and Conductor's Training Institutes.
    • Pollution Control: Taking action to minimize vehicular air pollution.

    Registration of Motor Vehicle:-

    Section 39 of the Motor Vehicles Act, 1988 makes it necessary for an individual to register his vehicle at the Assam Transport Department. It states that no person shall drive a vehicle that is not registered with the District  Transport Office. Any individual who is found driving an unregistered vehicle can be asked to pay heavy fines. Registration for two-wheelers and cars and all other vehicles in Assam can be done by doing the following.

    Documents for registration of a motor vehicle in Assam

    • Vehicle registration application Form 20
    • Sales certificate of the vehicle in Form 21
    • For registration of an imported vehicle in Assam, a customs clearance certificate is required
    • Age and address proof documents
    • Passport size photographs
    • Form 22 i.e. roadworthiness certificate
    • Valid Insurance Certificate
    • Applicable fee and road tax as per Assam Road Tax Act

    The dealer uploads all the particulars of sold vehicles from their homologation portal and customer submits necessary documents to the District Transport office for registration. On verification of the documents and inspection of the motor vehicle by MVI the registration number is issued to the applicant.

    Apply for Learner’s Licence /Driving Licence

    The first step to driving a motor vehicle is to obtain a ‘Learner’s Licence’. For obtain a learner licence one have to apply to the licencing authority of his jurisdiction where the applicant resides or carries business. Learner’s Licence is a purely temporary one valid for 6 (six) months only and it is issued to an applicant to learn how to drive.

    Eligibility Criteria

    For applying for a licence one must be 18 (eighteen) years of age and for driving a transport vehicle one must be 21 (twenty one) years of age. But a person attaining the age of 16 (sixteen) years can drive a motor cycle in without gear category.  

    Documents Required

    The following Documents should be attached to the form prescribed in Schedule I and II

    • Life Insurance Policy
    • Pay Slip issued by any State or Central Govt. body
    • Self swearing affidavit by an applicant before an Executive Magistrate or a 1st Class Judicial Magistrate or a Notary Public as evidence of address
    • Age Proof Documents

    (i) Birth Certificate 

    (ii) School Certificate 

    (iii) Certificate granted by a registered Medical practitioner not below the rank of a Civil Surgeon, as to the age of the applicant. 

    (iv) Pay Slip issued by any State or Central Govt. body

    Test for Learner's License

    Applicant of a learner license shall have to apply online for slot booking in a particular DTO office and have to appear in a computer test under STALL programme. Successful applicant will get the learner licence print out instantly.

    Validity Period

    Learner’s licence are valid for a period of 6 (six) months. The holder of a learner’s licence must drive a car with prominently display the letter ‘L’ at the front and rear of the car and he must be accompanied by a permanent licence holder at the time of driving. But one can apply for effective driving licence after one month completion of the learner’s licence.
