The Integrated Land Management System (ILRMS) is one of the ambitious projects for Revenue and Disaster Management Department, Government of Assam to bring about transparency and efficiency in land administration. Accordingly, the current department-centric approach of digitization will make way for a service-centric architecture. The system will deliver the entire scope of land-related services to the end users through a single window interface. The ILRMS is a Web-based software system to capture, transmit, store, retrieve, manipulate, or display information, thereby supporting people, organizations, or other software systems. Objectives
The objective of the ILRMS is to increase the efficiency of the Revenue Administration through automation of workflow, backend digitization, integration of multiple applications of the department and adoption of innovative modern technology for service delivery. The core aim of the ILRMS would be to build convincing system with a provision for G2G, G2C, G2B services with the aim to implement the guidelines issued by the Digital India Land Records Modernization Programme, Government of India, which will be based on following principles:

Dharitree
The Land Records Computerization Software System of the Government of Assam has been christened as DHARITREE. The DHARITREE is a completely web-enabled System of the Revenue Department of Govt. of Assam, which is analyzed, designed & developed by NIC, Assam State Centre for its implementation at the District level, Sub-Divisional level and the Circle level offices of Revenue Department of Assam.

The manual system of Land Records maintenance of the Revenue Department of Govt. of Assam suffers from drawbacks like – inaccuracy, non-updation (non-correction) of all necessary records in all the necessary Registers of the Land Records in time and in all the places, viz. Circle Office, Sub-Divisional Office, and District Office. And because of these drawbacks all the stakeholders of Land Records viz. the Government, the Citizens, the Judiciaries etc. have been suffering from unavailability of timely, correct and up-to-date information required for various purposes.
So, to eliminate the above problems and keeping in view the essentiality of e-Governance for good governance the objective of DHARITREE has been set as under –

Land or Property transfer refers to the changes in ownership and whenever you buy a piece of land/immovable property, you need to take permission and register the same with the authority concerned, so that a legal ownership title is guaranteed to you.

e-Panjeeyan
The Revenue and Disaster Management Department (R&DM), Government of Assam has initiated the state-wide rollout of Computerization of Registration. In Assam there are 75 Sub-Registrar Offices out of which 4 Sub-Registrar Offices under the Pilot Project has already been computerized under the Department of Information Technology, Government of India’s ‘Horizontal Transfer of Successful e-Governance Program’ scheme. After successful implementation of pilot project, it has been rolled out in remaining Sub-Registrar Offices.

Salient features of e-Panjeeyan
Integration of NOC for Transfer of Immovable Property with e-Panjeeyan and Dharitree
1. The NOC for Transferable will primarily communicate with e-Panjeeyan by sharing the Land Schedule, Seller information, Buyer information, type of deed and consideration amount of the immovable property.
2. Every possible effort has been made at the time of applying for NOC, to capture all the data required for e-Panjiyan and Dharitree system.
3. The Seller and Buyer information are captured in Assamese so that Assamese data can be transferred from e-Panjiyan to Dharitree for further use in Dharitree.

The system is integrated with the e-Stamping system for verifying and locking of the certificate issued by SCHIL by the Sub-Registrar after registering the document.
Land Revenue Collection
The need for expanded use of ICT in governance cannot be overemphasized. It affords effective administration and enables improved service delivery. Coexisting with such innovations are systems which have undergone little change in the last 150 years. The need to bridge the digital divide is thus apparent. The system of Land revenue collection in Assam was introduced and formalized by the British. Assam was divided into fiscal units called Mouzas and the Mouzadars acted as intermediaries between the government and the people for collection of Land Revenue The procedures laid down have served the Government and people well. However, over decades, with the tremendous surge in volume of transactions, particularly at the Mouza level, the rules governing those transactions have become difficult to adhere to. The checks and balances are seldom enforced. Delays, leakages and inaccurate accounting have plagued the entire machinery. Therefore, with a view to reform the Land revenue collection and simplify the collection mechanism a web-based Land Revenue Collection (Mouza) System has been developed.

Bhunaksha
The Government of India have decided to implement the Centrally-Sponsored scheme in the vector of the National Land Records Modernization Programme (NLRMP) by merging two existing Centrally-Sponsored Schemes of computerization of Land Records (CLR) and Strengthening of Revenue Administration and Updating of Land Records (SRA&ULR) in the Department of Land Resources(DLR), Ministry of Rural Development. The integrated program would modernize management of land records, minimize the scope of land disputes, enhance transparency in the land records maintenance system, and facilitate moving eventually towards guaranteed conclusive titles to immovable properties in the country. The major components of the program are computerization of all land records and integration of textual and spatial records and mutations, survey/re-survey and updating of all survey & settlement records including the creation of original cadastral records wherever necessary, computerization of registration, development of core GIS and capacity building. This document outlines detailed requirements for cadastral mapping solution and the integration of ROR and cadastral maps under NLRMP.
The scope of the system is to facilitate end to end solution for cadastral mapping starting from digital verification of raster and vector data of cadastral maps, its integration with Records of Rights (RoR) and services such as mutation, updating, distribution of RoR and map covering the requirements of NLRMP project in G2G and G2C domain. During the process of development, the software will incorporate all organization flows and process of Land Revenue System.
In the present scope of work, cadastral maps are maintained within village boundaries with proper village index defining association, direction, and orientation among plots constituting the village. This is to ensure “whole to part approach” and keeping errors confined to village boundaries.
Bhunaksha is a cadastral mapping software developed by NIC using Open source applications and libraries to facilitate the management of digitized cadastral maps. With proper customization, Bhunaksha can be integrated with existing Land Records application of any states that deals with textual data. Back end database PostgreSQL with PostGIS spatial module is used for storing geometry and spatial attributes of plots and other features. Bhunaksha talks to other external ROR database which are mostly in MS SQL Server in implemented states. ROR database can be virtually in any RDBMS. The scanning, digitization, verification of cadastral maps are the pre-processes and input to Bhunaksha application.
For overcoming the diverse structure of the ROR database in different states Bhunaksha defines certain interfaces for talking with ROR database. The interfaces are implemented differently for different states based on the structure of that state’s ROR database. In this way, the same Bhunaksha application workbench can be used for any state just by plugging the particular state's implementation of ROR interfaces.
